(Reuters) -Las Vegas police arrested a man on suspicion of murder in the shooting of hip-hop star Tupac Shakur, who was killed in the city nearly three decades ago, the Associated Press reported on Friday, citing unnamed sources.

Duane “Keffe D” Davis was arrested early Friday morning, although the exact charge or charges were not immediately clear, according to the AP report, which said an indictment was expected later on Friday.

Reuters was unable to confirm the report or to reach Davis or his legal representatives.

The Las Vegas Metropolitan Police Department did not immediately respond to a request for comment.

Shakur was wounded in a drive-by shooting near the Las Vegas Strip on Sept. 7, 1996. He died in a hospital six days later at the age of 25.

Davis has admitted in interviews and in his 2019 tell-all memoir, “Compton Street Legend,” that he was in the Cadillac from which the gunfire erupted during the shooting, the AP said.

In July, police said they had searched a house outside of Las Vegas in connection with Shakur’s killing.

Shakur was an award-winning rapper, activist and actor who sold more than 75 million records worldwide.

He was best known for raw lyrics laced with violence, sex and profanity describing life in the ghetto. His album “All Eyez on Me,” released shortly before his death, celebrated his own outlaw image.

Beloved by his fans — and detested by politicians — for songs that celebrated violence and misogyny, Shakur was no stranger to trouble, having spent much of his last two-and-a-half years in court, prison or hospitals.

The violent last chapter in his life came when the rap star and friends were driving to a nightclub in a convoy after watching the Mike Tyson-Bruce Seldon world heavyweight title fight in Las Vegas.

When the black BMW Shakur was riding in stopped at a traffic light, a white Cadillac pulled up alongside and a gunman inside fired at least nine bullets, apparently aimed at the passenger seat where Shakur was sitting. The singer and actor was hit four times.

Marion “Suge” Knight, co-founder of Los Angeles-based Death Row Records who produced Shakur’s records, was driving the BMW. He was grazed in the head by a bullet fragment but suffered only minor injuries.

Shakur became more popular in death than in life. In 2017, he was inducted into the Rock and Roll Hall of Fame.

NEW YORK (Reuters) -A sustained round of torrential downpours after a week of mostly steady rainfall triggered flash flooding in New York on Friday, disrupting subway service in the most populous U.S. city, inundating basements and turning some streets into small lakes.

A flash flood warning was in effect for New York until 2:30 p.m. EDT, with as much as 6 inches (15 cm) of rain falling in some locations, including Brooklyn, lower Manhattan and John F. Kennedy International Airport in the borough of Queens, said Zack Taylor of the National Weather Service.

Across the region, another 2 to 3 inches (5 to 8 cm) could fall before the system pushed out to sea, and some locations could see even more, said Taylor, a meteorologist with the service’s Weather Prediction Center in College Park, Maryland

“This is seriously a life-threatening situation,” he said, warning against travel until the rainfall abated later on Friday evening.

The extreme rainfall prompted New York Governor Kathy Hochul to declare a state of emergency for New York City, Long Island, and the Hudson Valley, and some National Guard troops were deployed to assist in the response.

Flooding caused major disruptions to New York’s subway service and the Metro-North commuter rail service, according to the Metropolitan Transportation Agency, which operates both. Some subway lines were suspended entirely, and many stations were closed.

New York Mayor Eric Adams declared a state of emergency for the city.

“This is time for heightened alertness and extreme caution,” he said at a morning news conference. “If you are at work or school, shelter in place for now.”

Systems producing intense rainfalls such as Friday’s have become more common in many parts of the U.S., including the New York City area.

Global warming has produced more extreme weather patterns in many parts of the world, according to climate scientists.

The rain capped one of New York’s wettest Septembers on record, with 13.74 inches (34.9 cm) of rain falling during the month as of 11 a.m. on Friday, and more on the way, said Dominic Ramunni, a forecaster with the weather service’s office in the city. The all-time high was set in September 1882 when 16.82 inches (42.72 cm) of rain fell.

“I don’t know if we’ll beat the record, but we’ll come close,” Rammuni said.

Despite the warnings, the city’s public schools were open for the day. Some buildings experienced flooding but no operations were affected, a district spokesperson said.

At least one suburban district, Bronxville in New York’s Westchester County north of New York, dismissed students early because of the worsening flooding.

Patti Zhang, 43, a social worker from New Hyde Park, near the border of New York City and Long Island’s Nassau County, lives around the corner from the elementary school her three children attend. So the family braved the weather and walked to school on Friday morning.

In some spots the water pooling on the street was 5 inches (13 cm) deep, she said, spilling over the tops of her children’s rain boots. Zhang said she had to make a second trip to school to deliver dry shoes and socks for them.

“This is crazy,” she said. “When will this stop?”

Floodwaters marooned vehicles on neighborhood streets and poured into subway stations, disrupting morning traffic for millions of commuters.

Mohammed Doha, a 52-year-old construction worker who lives in a ground-level, two-bedroom apartment in The Hole, a low-lying wedge of blocks on the border between Brooklyn and Queens, splashed through his kitchen in sandals.

“If they would have a proper drainage system like the other areas of the city, then we wouldn’t have this problem,” he said. “We are really, really suffering.”

Yasiel Ogando, a 38-year-old hospital worker who lives in The Hole with her family, complained that the city gave residents no warning about the flooding. Neighborhood meetings with city officials to make their area less prone to flooding have gone nowhere.

“Broken promises,” she said, after a morning trying to bail water mixed with sewage out of the basement of the family home. “Nothing gets done. It’s really bad. It’s terrible.”

In neighboring New Jersey, low-lying Hoboken, a city directly across the Hudson River from lower Manhattan, declared a state of emergency, with all but one of the southern routes into town under water.

The city’s newly installed floodgates, designed to close automatically when water pooled on roadways, were down, blocking many streets to vehicular traffic.

Friday’s deluge followed a bout of heavy downpours and unrelenting winds last weekend from the remnants of Tropical Storm Ophelia. That storm soaked New York City and caused widespread power outages in North Carolina, Virginia, Pennsylvania and New Jersey.

In New York, intermittent rain this week further saturated the ground, setting up conditions conducive to flash flooding.

(Reuters) – The S&P 500 fell on Friday as investors digested implications of a U.S. inflation report for the Federal Reserve’s interest rate policy and adjusted their portfolios on the last day of a weak third quarter for stocks.

The benchmark S&P 500 was also on track to post its biggest monthly percentage drop of the year.

Data showed the personal consumption expenditures (PCE) price index, excluding the volatile food and energy components, increased 3.9% on an annual basis for August, the first time in over two years that it had fallen below 4%. The Fed tracks the PCE price indexes for its 2% inflation target.

The data revealed a “better than expected but still elevated inflation picture,” said Eric Freedman, chief investment officer at U.S. Bank Asset Management.

Meanwhile, Freedman said, “we are at quarter end, and with quarter end comes all sorts of activities across both the stock and bond markets.”

The Dow Jones Industrial Average fell 172.50 points, or 0.51%, to 33,493.84, the S&P 500 lost 14.22 points, or 0.33%, to 4,285.48 and the Nasdaq Composite gained 11.56 points, or 0.08%, to 13,212.83.

Among S&P 500 sectors, energy fell the most, dropping 1.9%, while financials declined 0.7%. Energy remained by far the biggest-gaining sector for the third-quarter.

“Energy and financials have been up on a relative basis and they are feeling some rebalancing effect today,” Freedman said.

All the three major indexes were set for their first quarterly declines in 2023.

The highly anticipated PCE data followed last week’s hawkish longterm outlook for rates from the Fed, which has rattled stocks as benchmark Treasury yields climbed to 16-year highs.

Investors were also watching Washington. Hardline Republicans in the U.S. House of Representatives rejected a bill proposed by their leader to temporarily fund the government, making it all but certain that federal agencies will partially shut down beginning Sunday.

Traders were also wary that a $16 billion JP Morgan fund, expected to reset its options positions on Friday, would be another source of market volatility.

In company news, Nike shares jumped 7% after the world’s largest sportswear maker topped Wall Street estimates for first-quarter profit.

Advancing issues outnumbered decliners by a 1.1-to-1 ratio on the NYSE. There were 44 new highs and 91 new lows on the NYSE.

On the Nasdaq, advancing issues outnumbered decliners by a 1.1-to-1 ratio. The Nasdaq recorded 39 new highs and 135 new lows.

WASHINGTON (Reuters) – Top U.S. general Mark Milley retired on Friday after a four-year tenure, saying in a speech that U.S. troops take an oath to the Constitution and not a “wannabe dictator”, an apparent swipe at former President Donald Trump.

Milley was hailed by President Joe Biden as a warrior who served in war zones from Afghanistan and Iraq to Panama and Haiti.

Milley’s tenure included the killing of Islamic State head Abu Bakr al Baghdadi in 2019 and providing military assistance to Ukraine’s defense against the invasion by Russia in February 2022.

But it also included the chaotic withdrawal from Afghanistan two years ago and a rocky relationship with Trump.

Milley said that troops take an oath to a constitution and not a “wannabe dictator”, in an apparent reference to Trump that drew an audible reaction from some in the audience.

Trump has been criminally charged with trying to overturn Biden’s 2020 election victory.

“We don’t take an oath a king or queen or a tyrant or dictator. We don’t take an oath to a wannabe dictator. We don’t take an oath to an individual. We take an oath to the Constitution,” Milley during a ceremony at Joint Base Myer-Henderson Hall near Washington.

Calling Milley “unflinching in the face of danger,” Biden said he “once ran across a bridge booby-trapped with mines to stop two battle tanks evacuating wounded troops from driving across it.”

“Mark, your partnership has been invaluable to me,” Biden said.

Milley handed over command to Air Force chief General Charles Q. Brown in an event featuring marching bands and a red-coated fife-and-drum corps.

Brown is only the second Black officer to become chair of the Joint Chiefs of Staff, after Colin Powell two decades ago.

Biden said Milley served in war zones as part of his long military service and had a “chest full of medals to show for it.”

In his remarks, Defense Secretary Lloyd Austin recalled a time during the Iraq war when he and Milley were serving in Baghdad and their vehicle was damaged when it was hit by an improvised explosive device while en route to a hospital to see a wounded soldier.

“‘Has this happened to you before?’” Austin said he asked Milley. “And he said, oh yeah, I’ve been blown up about five times now.’”

ROCKY RELATIONSHIP WITH TRUMP

Milley took the reins in 2019 after being nominated by Trump, but soon found himself having to balance the need to maintain his relationship with him without appearing to be political.

In 2020, he publicly apologized for joining Trump as he walked from the White House to a nearby church for a photo opportunity after authorities cleared the way of protesters using tear gas and rubber bullets.

Milley said on Wednesday he would take measures to protect his family after Trump suggested he had colluded with China in an act he said would have once warranted death.

Brown is a self-described introvert whose public persona contrasts sharply with the outgoing Milley, a loquacious Boston native.

Brown told the audience that his goal will be to deter aggression and “fight when called upon.” He said the U.S. military “must focus on modernizing” with new concepts and approaches.

The promotion of Brown, a former fighter pilot with experience in the Pacific, meant Black Americans will hold the top two positions at the Pentagon for the first time – a major milestone for an institution that is diverse in its lower ranks but largely white and male at the top.

Biden appointed Austin to become the first Black U.S. secretary of defense, the top civilian position at the Pentagon.

MADRID (Reuters) – A Spanish court has ruled John McAfee died by suicide, a court document seen by Reuters showed on Friday, bringing to a close a probe about the death of the software entrepreneur.

McAfee, who launched the world’s first commercial anti-virus software in 1987, was found dead, aged 75, on June 23, 2021, in his prison cell a few hours after Spain’s high court authorised his extradition to the United States on tax evasion charges.

The British-American tech mogul had been in the Barcelona-area Brians 2 jail for eight months following his arrest after years on the run from U.S. authorities.

Although the autopsy had already determined he died by suicide, his family had filed an appeal asking for a more in-depth investigation into his death.

His body has been in a Barcelona morgue, waiting for the court process to be resolved.

“There is not a single element of suspicion, of a charge against a third party, of criminal behaviour,” said the ruling, dated July 24 but released on Friday.

His family did not immediately respond to a request for comment.

EAGLE PASS, Texas (Reuters) – Billionaire Elon Musk waded into the U.S. immigration debate on Thursday, paying a visit to the Texas border with Mexico to meet with local politicians and law enforcement and obtain what he called an “unfiltered” view of the situation.

Musk’s visit came as thousands of migrants have ventured to northern Mexico in recent days on freight trains and buses, then crossed the U.S. border into Texas, Arizona and California in an upswing in arrivals of people seeking asylum in the United States.

The sharp increase, notably around San Diego, California, and the Texas border towns of El Paso and Eagle Pass, follows an earlier lull in unauthorized border crossings following a new asylum policy imposed by Democratic President Joe Biden’s administration to discourage such activity.

Musk visited Eagle Pass, where throngs of migrants have for several days been wading across the Rio Grande near a railroad bridge in Eagle Pass, undeterred by coils of razor wire placed along the river banks by the Texas National Guard.

Dressed in a black T-shirt, black cowboy hat and aviator-style sunglasses, Musk urged a two-pronged approach to overhauling U.S. immigration laws in a video-selfie posted to the social media platform X, formerly Twitter, which he purchased last April.

He called for an “expedited legal approval” as part of a “greatly expanded legal immigration system” that welcomes “hard-working and honest” migrants, while also barring entry for those who are “breaking the law.”

“We want to do both things – smooth out legal immigration and stop a flow of people that is of such magnitude that we’re leading to a collapse of social services,” Musk said.

Musk, a native of South Africa, noted his own status as an “immigrant to the United States” and called himself “extremely pro-immigrant.”

Chief executive of Tesla and SpaceX, Musk has increasingly injected himself into American politics.

He hosted Florida Governor Ron DeSantis’s launch of his Republican presidential campaign on Twitter in May, crashing the service. He said earlier this month that he had refused a Ukrainian request to use his Starlink satellite network to aid in its defense against Russia and met last week with Israeli Prime Minister Benjamin Netanyahu, who urged him to balance protecting free speech and fighting hate speech on X.

In the 4-minute video clip, he introduced U.S. Representative Tony Gonzales, a Republican from Texas whose district spans more than 800 miles of the border, who welcomed Musk and said people along the Texas border “really feel abandoned.”

Musk has more than a small interest in the Texas economy. Tesla’s Gigafactory Texas plant is located in Austin and Space X operates a major testing and launch facility on Texas Gulf Coast in Boca Chica near Brownsville.
